PENERAPAN SISTEM TRANSPORTASI JALAN BERKELANJUTAN DI KOTA SORONG (KAJIAN LITERATUR)

Transportasi jalan berkelanjutan telah menjadi isu sentral dalam pembangunan perkotaan di negara berkembang, termasuk kota kecil-menengah seperti Kota Sorong di Papua Barat Daya. Tinjauan literatur ini bertujuan menganalisis secara komprehensif penerapan sistem transportasi jalan berkelanjutan yang relevan bagi Kota Sorong dengan mempertimbangkan karakteristik lokal dan pembelajaran dari berbagai studi kasus. Kajian dilakukan melalui sintesis literatur terhadap kerangka konseptual, tantangan implementasi, strategi dan opsi kebijakan, dampak lingkungan, serta pengalaman kota-kota di Indonesia dan regional. Hasil kajian menunjukkan bahwa transformasi menuju transportasi berkelanjutan memerlukan pendekatan multi-dimensi yang mengintegrasikan aspek infrastruktur, kebijakan, kelembagaan, sosial-budaya, dan lingkungan. Kota kecil-menengah memiliki potensi besar untuk bertransformasi karena fleksibilitasnya, meskipun menghadapi keterbatasan sumber daya. Tantangan utama meliputi keterbatasan anggaran, infrastruktur yang belum memadai, lemahnya koordinasi antar-lembaga, serta kendala topografi dan sosial-budaya khas Papua. Strategi yang direkomendasikan mencakup pengembangan transportasi umum massal, infrastruktur non-motoris, integrasi moda, dan pembangunan berorientasi transit yang diterapkan secara bertahap. Keberhasilan implementasi bergantung pada koordinasi antar pemangku kepentingan, integrasi perencanaan tata ruang dan transportasi, serta partisipasi masyarakat yang didukung sistem monitoring yang terukur.
